CLEAN AND SAFE FY2026 WORK PLAN

Overview


Clean and Safe creates a welcoming Downtown environment as on-street hospitality stewards,patrolling the Special Services District on foot and vehicles to assist patrons with supplementalmaintenance, information, recommendations, micro transit services, and homeless outreach. Theyensure the urban environment remains clean, safe, and attractive while also working to collectdata that shapes decision-making about the services needed in an evolving Downtown.


Sustain Special Services Excellence


• Sustain yearly, on-the-ground operational hours.


• Audit current services and quality of such services, ensuring excellence and enhancedaccuracy through frequent assessment of reports and outputs.


• Continue to deploy services and collect data using a neighborhood-based approach.


• Review existing contracted work, ensuring that current efforts match the particular needsof each neighborhood and adjust as growth has shifted.


• Work with the City of Tampa to develop and distribute guidelines to property owners onmaintaining their Right-Of-Way spaces, such as entryways.


• Gather feedback from merchants, residents, and workers to refine Clean & Safe services.


Maximize Organizational Impact


• Create a public-facing, feedback & reporting portal to increase organizational awarenessand develop direct communication with the community.


• Work cross-departmentally with the Marketing Department to implement a new brandrefresh in celebration of the 40th year, ensuring logo, colors, and iconography are well-balanced in our vehicle fleet, uniforms, and other clean and safe-branded equipment.


• Continue building impactful relationships and engaging meaningfully with Downtownground-floor businesses, and aid in addressing issues/concerns of these merchants.


• Implement tools, such as an online dashboard, to showcase Clean & Safe’s impact.


• Increase collaboration and information sharing between unhoused service providers in theregion.


Champion A Vibrant and Growing Downtown


• Identify and inventory streetscape assets and issues, and advocate for neededimprovements and continual maintenance to appropriate parties.


• Research & implement trial pilot programs to enhance the safety and perceived safety ofselect areas within Downtown.


• Ensure Ambassadors are provided with important and developing Downtown informationand projects to educate the public better.


Enhance Organization Infrastructure


• Strengthen leadership and growth opportunities within Clean & Safe.


• Enhance onboarding and training programs, ensuring staff have clear roles andresponsibilities and fully understand policies and procedures.


• Research & implement strategies for enhanced staffing and improved retention.


• Grow Homeless Liaison program.
