Ebben Wiley Bell serves as Project Manager for DASH, providing strategic and operational leadership for the Tampa Downtown Partnership’s on-demand, micro-transit service. He oversees service planning, performance management, partner coordination, and continuous improvement efforts to support reliable, accessible, and sustainable mobility throughout Downtown.

Ebben brings more than eight years of experience across mobility technology, product operations, and service delivery, with leadership roles spanning operations management and service delivery, fleet management, analytics, service design, and cross-functional execution. He also has over five years of experience in nonprofit partnerships, business development, and grant-funded initiatives, including international community development and public-sector collaboration.

Grounded in human-centered design and data-driven decision-making, Ebben focuses on translating real-world behavior into scalable operational strategy. He holds a Bachelor of Arts in Sociology from the University of Florida, a foundation that informs his approach to public accountability, equitable service design, and long-term program sustainability. At DASH, Ebben works closely with municipal agencies, private-sector partners, consultants, and academic institutions to refine the service, strengthen performance outcomes, and guide its continued evolution.
